The Amathole District Municipality (ADM) has delivered on its promise to Dutywa, officially handing over Phases 1 and 4 of the R81.5 Million Dutywa Water Supply Scheme. The project, completed in November 2025 is set to provide reliable water to 2,203 households in Drayini, Newtown, Lencani and Ndakeni.

Municipality (ADM) has delivered on its promise to Dutywa residents with official hand over a R81,5 Million water supply scheme expected to end years of water shortages.
ADM Executive Mayor, Cllr. Anele Ntsangani handed over Phases 1 and 4 of the Dutywa Water Supply Scheme to communities at Drayini Village in Dutywa on 17 July 2026.

The project reached practical completion in November 2025 and is expected to benefit 2,203 households or an estimated 10,741 residents in Drayini, Newtown, Lencani and Ndakeni.
Ntsangani said the investment is about restoring dignity and improving service delivery.
“Access to water is a basic human right. This investment shows our commitment to ensuring that our communities receive reliable and sustainable water services,” he said.
To ensure sustainability, ADM has kept Expanded Public Works Program (EPWP) workers who were previously employed by the contractor to assist with monitoring and maintenance.

“Projects of this nature not only improve service delivery but also create meaningful employment opportunities for our communities,” Ntsangani said.
Speaking on behalf of residents, Nkosi Nokuvuyo Sigcawu called the handover a turning point.
“For many years, communities have experienced challenges in accessing water and today marks a new chapter for our people. Water is life,” she said.

Sigcawu urged residents to protect the infrastructure from vandalism.
“Public infrastructure is built with public funds, and it is our collective responsibility to safeguard it for future generations,” she said.
The handover was attended by ADM councillors, traditional leaders, ward councillors, and officials from ADM and Mbhashe Local Municipality.
