Amathole District Municipality strengthens communications leadership with new senior appointments



AMATHOLE- Amathole District Municipality (ADM) has strengthened its communications leadership following the appointment of Mr Sibongutando ‘Sibo’ Mnqeta as the new Head of Division: Communications, Customer Care and Stakeholder Relations, while Ms Sisa Msiwa has been confirmed as the municipality’s Unit Manager for Communications as well as its official spokesperson.

Mnqeta’s appointment follows a year in which he successfully served in the acting capacity, leading the division responsible for strategic communications, customer care and stakeholder engagement.

The municipality said Mnqeta had demonstrated strong leadership and a thorough understanding of the district’s communication needs, service delivery priorities and stakeholder relations.



“Many of you already know Sibo, as he has been serving as our Acting Divisional Head for the past year, demonstrating strong expertise in strategic communications and service delivery excellence,” the municipality said in announcing the appointment.

It added that his understanding of the district’s challenges and opportunities had positioned him as a trusted voice within the municipality and a driving force behind improved customer service delivery initiatives.

The appointments also see communications practitioner Sisa Msiwa assume the substantive role of Manager for Communications after previously serving in an acting capacity. She continues as the official spokesperson for the municipality.



Msiwa is an experienced public relations and local government communications professional with more than a decade of experience in municipal communications. Her responsibilities include managing media relations, coordinating stakeholder engagement, issuing official municipal statements and leading communication during service delivery disruptions and disaster management responses.

She has also spearheaded public awareness campaigns aimed at encouraging community ownership of municipal infrastructure, including the “Zingce-Take Pride” campaign and anti-vandalism initiatives focused on protecting water and electricity infrastructure.

The appointments are expected to bolster the municipality’s efforts to improve public communication, strengthen stakeholder relations and enhance customer care across the Amathole District.

Congratulating the newly appointed leaders, the municipality wished both Mnqeta and Msiwa success as they take up their new responsibilities in advancing transparent, responsive and people-centred local governance.
